“etendering can deliver average savings of 21 per cent for a non-Official Journal of the European Union (OJEU) tender and 25 per cent for an OJEU tender”
The NePP (National eProcurement Project) has estimated the average reduction in the overhead costs of a tender by using e-Tendering to be up to £50 per tender document. Based on a typical OJEU tender this equates to approximately £1,500.
In addition, the standardised format of the tender submissions generated by the CirrusTenders system has delivered a 30% reduction in time taken for short-listing and evaluation.
“There was no doubt a saving in the level of resource required in collating the documents and issuing to contractors.”
To minimise the carbon impact of the tender process CirrusTenders is designed to be paperless from start to finish. It is estimated that a restricted tender procedure which is run electronically will save on average 5,000 sheets of paper. The environmental costs of running a tender on CirrusTenders are marginal. CirrusTenders environmental gains can lead to a significant reduction in paper, printer, postage, filing and storage costs in addition to the reduced carbon impact of transporting conventional paper tenders.
eTendering results in significant efficiency savings the OGC have identified the following key areas (source: eProcurement in Action, Spring 2005)
- Saving staff time on the completion of tender documents
- Saving staff time on the evaluation process
- Saving staff time on the contract management process
- Saving staff time when communicating to bidders
Using CirrusTenders allows a 5 day reduction in standard statutory timescales for EU compliant open and restricted tender procedures.
“The support was very comprehensive from evaluation of the tender documents, the form of procurement, and compliance with our internal business assurance requirements. Once we were happy with the quality of the tender documents, rather than printing off and posting large packages to contractors, we simply sent an email with attachments to Cirrus who did the rest!”
